And if it is, I didnt have those folder so i created em?

SO i get it on, but when i run it it says The game cound not be started. Then some numbers.

NO NO NO, you don't need to create anything!...
its seems that you don't have Custom Firmware..
try going here and update your psp
but be very careful if you didn't do it right it may brick your psp.
